I’m a ghostwriter with a published YA novel and a dystopian sci-fi idea I can’t crack alone

I have a Bachelor's degree and almost completed my Master's Degree in Creative Writing. I have a million ideas in my head for books and even recently self published a YA novel. I want to write full time and make it a career but I do not know exactly how to treat my passion as a job so that I can focus on it full time while also making a livable income. I have an idea for a book thats a Science Fiction Dystopian but I do not know how to fully outline it. I am a ghostwriter and can easily write anyone else's book, so why can't I finish my own?
Maybe the missing piece is another person: a co-writer or story developer for the sci-fi book, a publisher or creator who wants new YA, someone who could take the published novel further, or a collaboration I haven’t imagined.
Creative writing graduate and working ghostwriter, looking for the right partner to turn my own ideas into a writing career.
Why I’m posting this
I have wanted to be a full time writer for my entire life. Everyone expects me to be a writer.

It seems like you can finish other people's books but struggle with your own? Maybe you could find another writer in the same situation and swap projects? You help them finish theirs, they help you finish yours.
Just an idea..
Hi, I'm new to the site. I'm not necessarily a collaborator but maybe a sounding board. I have a memoir that is to be published in April and have self pubbed two sci-fi novels.
What if you treated your own novel as a client project? Write yourself a proper brief, deadline and outline, then hire a developmental editor for just a few sessions to hold you accountable. You clearly know how to finish books when someone else is expecting them. Maybe the missing ingredient isn't another writer, but someone playing the role of your client.
