I enjoy writing about it but don't want to work at a large publication as a journalist.

Love the idea, I think the future of content is more and more local, following what people want - local and in person activities. I believe we are all starting to see a fatigue of online, AI etc, so people wanting to do real things with real people - you are heading in the right direction. And "events most news outlets don't cover" is even better - niche.
What sort of partner are you looking for? What skills are you missing? What would complement best your own network and talent?
A local photographer could be a strong editorial partner: you cover the overlooked Minnesota events, and they give the stories a recognisable visual identity. Start with one town and one weekly edition. A local business sponsor would have a clear audience to support, rather than a broad statewide promise.
